I have an old bike that I haven’t ridden in about 7 years and was trying to decide between buying a new bike and stripping down and rebuilding using the old frame. 9 speed parts are easier to find these days but I don’t know if they would fit.
Would it be cheaper to just buy a new bike?

I would use the bike as it is and save the money toward a new one if you really get into it. There is nothing wrong with a 21 speed bike. I would ride it like it is and not spend any more money on it. You can still find any part you need for you bike, in fact you can still buy 21 speed bikes and they are very common.
If it’s a 7 spd now I really doubt that a 9spd will fit your frame. The hub spacing is going to increase with the number of gears on the cassette or freewheel. I think you’d be better off buying another bike than trying to widen your chain stays to accommodate a 9 spd gear cluster. I know some people who have tried too do the same thing and they end up with broken chain stays.
