I’m looking for a cheap/easy way to convert my mountain bike into a stationary bike, or at the very least use it indoors without motion, and I’d really like to avoid trainers due to financial reasons.
Any suggestions on how I might rig something up?

I bought a second hand magnetic resistance trainer for $20, You couldn’t rig anything up that cheap, and you might easily damage your bike, you need some kind of resistance unit to make you work, and you need a strong stand to support your bike, very difficult to make yourself unless you have access to a full machine shop and welding equipment.
Where I live, the utility bike stand bought from LBS can support the bike and cyclist safely. For spinning Resistance I find and tie some weights (can be nuts/pebbles/stones/washers) to the rear wheel spokes along as I train
